Open your Joomla administrator and go to Extensions → Manage → Manage, then look for one of these three components.
com_virtuemart
You are on VirtueMart. It adds its own top-level admin menu, and payment methods are configured under VirtueMart → Payment Methods.
com_phocacart
You are on Phoca Cart. Payment methods live under Components → Phoca Cart → Payment Methods.
com_j2store
You are on J2Commerce. The component still carries the J2Store name from before the rename, and payment plugins are listed under its Payment Methods screen.
